it starts at home.... in todays society moms have been forced out of the homes for families to survive. children and teens are left to public school and the streets to pick up their behavior traits and value on life and others. normally the bullies are hurting just as much as the bullied. things are not going to change till family values are restored, till parents put the values back into their families.
this is another reason i'm homeschooling, not that i dont think my child shouldn't learn how to handle situations like this, but because i think it's one of the biggest sources to the problem.
